USTR Releases Additional Product Exclusions for List 4A Products, Amends Exclusions for Certain List 1 and 2 Products
The Office of the United States Trade Representative (USTR) released an additional set of product exclusions for Section 301 List 4A products from China.
The new set of tariff exclusions contain 3 HTS subheadings completely excluded 5 subheadings partially excluded from the 7.5% tariffs, covering 27 separate exclusions requests.
This round of exclusions will retroactively apply to all List 4A products meeting the specified criteria effective September 1, 2019 through September 1, 2020.

USTR issued two additional notices amending exclusions previously issued for List 1 and List 2 products:
- The first notice amends List 1 product exclusions under Note 20(q) to subchapter III of Chapter 99 of the tariff schedule. These were originally issued on September 20, 2019.
- The second notice amends List 2 product exclusions under Notes 20(v), originally issued on September 20, 2019, and 20(y), originally issued on October 2, 2019.
Exclusions are available for any product that meets the description in the Annex of each issued notice, regardless of whether the importer filed an exclusion request.
