USTR Releases Additional Product Exclusions for List 4A Products
The Office of the United States Trade Representative (USTR) released two additional sets of product exclusions for Section 301 List 4A products from China.
The first set of tariff exclusions contain 61 HTS subheadings partially excluded from the 7.5% tariffs, covering 86 separate exclusion requests.
The second set of exclusions contain 11 HTS subheadings completely excluded and 53 partially excluded from the 7.5% tariffs, covering 242 separate exclusion requests.
In both cases, exclusions are available for any product that meets the description in the Annexes, regardless of whether the importer filed an exclusion request. Both rounds of exclusions will retroactively apply to all List 4A products meeting the specified criteria effective September 1, 2019 through September 1, 2020.
The U.S. previously lowered the tariff rate on List 4A products from 15 to 7.5% in response to the recently signed trade agreement between them and China.
